Evil Genius was open-ish, a bit limited, but it would suck to lose the mod capabilities. I’m not going to mod the game personally though, but I do hope the game can be modified by everyone.
The first one was easy to tweak as many of the game files were in Excel IIRC.
I know a lot of companies have a big head when it comes to mods ESPECIALLY when it comes to expansions.
But let me tell you Rebellion.

Just, if you’re going to add expansions, ask yourself, and players this question: «Is this something that should have been in the full game?» If the answer is «yes» than make it an update. If the answer is no, then make it an expansion. Just make sure it’s not like Payday 2 dlc, the game is great, but the dlc is badly made. (Just don’t make small improvements in DLC, make them updates.)
Yeah expansions «Expand». The game should feel different with the expansion than without the expansion.
New Super weapons, 60s clothes for minions? Minor, don’t even charge.

Would be amazing if it does, mod support with steam workshop support would be just awesome. People making their own traps,henchmen,agents,islands and so forth, a crazy amount of replay value added upon the game.
Will there be mod support for Evil Genius 2? Usually, games of the simulation sort have a particular attraction to mods, and, well, this feels like the sort of game to be modded into oblivion 😀

You are thinking too far ahead, let the game come out, lets see the community reaction, lets see the sales and all of that, and then think about mods lol
i think modding is the FINAL stage of game development, like only after everything is done, they could start thinking about it.
It kinda matters. The best mod support is planned for during development as the developers can choose to make parts of the game easier to access intentionally
Look at the difference between Xcom and Xcom 2, Xcom had horrible mod support, the files were difficult to edit and very few mods were produced. Compared to Xcom 2 it literally shipped with a full editing tool, the same tools the devs used to build the game and tons of mods were produced by the community using it

Kunovega is 100% right if mod support is not included from the beginning it might not even be possible. No mods for the first version of this game and from my understanding almost impossible to mod because the way it was written. Mod support has to be thought of and included at the beginning.
