Plenty of beds, the workstations I use regularly, some manufacturing, (Heavy weapons, Ammo, Far Harbour ammo).
I deleted a few trees, walls and floor segments on the upstairs balcony, but you should be able to just drop this settlement in place and remove the obvious.
I build these settlements for my own amusement. I’m not big on clutter, I just want to get my settlement as full as possible and make sure there are enough amenities. If I have to go and help the settlement fend off the three raiders that they can’t deal with, the defences pretty much ensure they are shredded by the time I get there. There is plenty of space to personalise the settlement to one’s own taste.
N.b; If you want access to any of these settlements and don’t want to bother, or wait until the relevant quest requirements are met;

Click on workshop to select it.
Type:
“setpv OwnedByPlayer True”
Hit enter, close the console.
Leave the settlement cell and if entered correctly, the settlement will be allied to you on return.
I don’t and won’t do requests. I have placed these files here for anyone who might deem them useful.
Method; I use transfer settlements to drop everything into place and either scrap everything that sticks up or enter «Disable» and «markfordelete» anything that won’t scrap using scrap everything.

This Blueprint installs to slot 2 by default.
You will need to have installed Transfer Settlements (I used v1.93) and its pre-requisites: F4SE and HUDFramework.
The settlement has 26 beds, 26 water, 24 food, 103 power, all tier 3 shops and workbenches and at least 216 defence. If you want to activate the settlement beacon on the roof of the main building, you will need to connect it to the power conduit beside it. There are more beds than food, as caravan workers will make use of them as well.
There are 2158 items to import.
I did use Place Everywhere and OCDecoratorto make this build (though you won’t need them) and I spawned some scrapable items using the console.
There are desktop lamps that need to be selected/deselected in build mode to light them.
There is an optional lightweight version instead. This version is only 1302 items as I removed many junk items, debris and decoration. This still has all the turrets, beds, shops, crops etc of the main version.

The mod includes the whole area on the «hill», but leaves enough space on the streets for those Merchants, Traders, Caravans and so on.
My placement of the concrete shack foundation is only showing the maximum area and a suggestion on how to cover the entrances
You can also go almost as high as the Monument, but there are certain things you have to be aware of.
a.) if you remove the objects that I have marked on the third screenshot, you might witness game crashes when leaving the area and then come back
It might be necessary to leave those objects intact and have the concrete shack foundations end left and right of it, but I need some replies on that, since I also deleted one nearby object by «markfordelete» and just be a dependency referring to this deleted object.
b.) It’s best to put up new defences and turrets, before getting rid of the vanilla defence, cause Bunker Hill is surrounded by several spawn points and nests.
Last, but not least: you will definetly have to be a bit more carefull when changing things at this settlement and doing some quicksaves while re-building the area might save you a lot of time and frustration 😉
Oh and no, I have NOT changed the basement, it is NOT accessible as part of the settlement and I won’t change that.
Attention: It seems like that Bugthesda has made some undocumented changes to some of the settlements with update 1.6.x, so that the changes, I am providing with this mod, might not be active or resulting in smaller zones.

My solution to Bunker Hill. as of April 2018, the only solution. 🙂 Easily defensible. Only Transfer Settlements required. No DLC required. Now updated with Transfer Settlements V1.52.

I truly do not think that Bugthesda meant for anyone to actually try to make a settlement out of Bunker Hill except for adding turrets. The scripting for the residents of Bunker Hill is pretty complex. I have designed this build to allow for that.
Even if you scrap their stalls or buildings they will always try to return. The only one you can give orders to is Kessler, surprisingly enough, and she makes an awesome guard. She is a quest NPC and can not die. You will need Kessler to tend the crops until you get a couple of settlers.
* I am not sure if the pool table will have all the balls on it from the transfer. A full set is available at Cabot House once you have done the Emogene part of his quest series. 😉
Installation
The folder needs to be extracted and placed in your ‘Transfer Settlements’ folder. 7zip
