Your friend is running a listen server off of his PC and you are a peer connecting to it. Essentially it is still treated like a server, giving him admin and whatnot. Simply all he has to do is install an admin mod off of the workshop like ULX and ULIB which will only really work in singleplayer or running Listen servers.
Once he gives you super admin on his Listen Server you will be able to use admin spawnable sents and the likes.

So a while ago (like back in 2017) the main developer Harry Dalton disappeared from steam for a unexplained reason. Its unknown what happened to him. Considering hes been offline for quite a long time the reason could be he quit steam, passed away, left the gmod community, or moved on to a different account. The only logical reason of why he left is probably due to the amount of people begging for the mod to be released. So the addon wont get any new updates, The only time when its gonna get a update is when Harry comes back, a coder offers to help or if Bcat learns lua(which he doesn’t have the time for) If you want more information then check this announcement from the steam group.
Business cat announced back in 2019 that the mod is dead and is most likely never being updated again. So anyone that’s still waiting for updates you have to move on.
Bugs and errors are also probably not gonna be fixed either.
UPDATE: it had been confirmed by tempest that harry isnt coming back by his known alias (This doesnt confirm if he passed away or not.)

There’s a version of gdisasters that contained weather, volcanoes etc It was given to beta testers, Unfortunately one of the beta testers leaked it and gave it to his friends (one of his friends was shootabride). The whole dev team got furious when they discovered this and then banned the beta tester. Now in present day Business cat does not allow anyone to upload any assets of this mod nor allow people to upload versions that contained weather.
(Although GDisasters failed, it doesnt mean its completely the end of disaster mod. Here talks about projects that are being worked on or got discontinued)
Tmod(Tornado Mod): was a weather/disaster mod developed by Gezzy, Unfortunately the community didn like it. The community thought it was a copy of gdisasters. From what Bonniethegamerbunny told me he left the gmsc community
CSC(Caidens Storm Chasing): CSC is a future storm chasing map pack thats being developed by my friend caiden it will feature 6 maps and spawnable entities like winds and tornadoes

gDisasters Revived 2(otherwise known as Project_G): gDisasters Revived 2 was a version of gdisasters that was being developed by 3 of my friends Evan, Kaishaa and Caiden. It was supposed to somewhat relieve what gDisasters was supposed to be. The version the mod was being made on is a edited beta version of gdisasters that Business cat never allowed to be uploaded anywhere.
Unfortunately Mesea leaked the mod and spammed it in my last discussion.(which my discussion got deleted because Bcat noticed) But even if we did release it Business Cat would of told us to remove it and start from scratch.
Apocalyptic: The gDisasters Revived 2 team decided to redo there project for the sequel of gmod called «S&Box». According to evan it will be different than the one in gmod. The mod will be a map where you survive disasters
The team plans to release it on the summer of 2022(date may subject to change depending on when s&box releases)

Congrats to all the prophets who saw this coming, hope you’re happy you can scream that you were right.
I waited a year to be extra sure Harry wasn’t just afk for a really long time, but I’m pretty sure he’s gone for good. Not sure where he is, but I hope it’s a better place. I wanted this to work out as badly as anyone else, but there’s really nothing I can do to fix it myself. Vrej helped for about a week or two before going off to his own projects, later telling me he didn’t want to fix it. Nak (the creator of StormFox) offered to fix tiny bugs but nothing really developed out of that, and the advice he gave me was to start from scratch. It makes sense. However, there’s really nothing I can do and there’s nothing anyone else wants to do about it except from you guys, which I don’t wanna give free reign of this content over to. It takes thousands of hours of experience and skill and knowledge to be able to complete a project like this, and I simply don’t have that. I also don’t have the time or motivation to pick up this skill, with my real life taking priority over that kind of endeavor.
As a side note, the people I mentioned here aren’t to blame for it. Don’t go witch hunting them or throwing blame/shade at them. In addition, the mod will still remain on the workshop. Not sure how long it’ll be supported, but if anything happens that breaks stuff I’ll see what I can do about it.
Side side note, there are a couple storm chasing games I’ve seen and there’s one I’ve even tried, and it’s pretty good so far. It’s early access, so purchase at your own risk if you’re hesitant with early access games.
