I don’t believe Paradox read crash reports of modded games, as usually it’s the mod’s fault.
However, I believe I’ve heard of this one you’re talking about. Is it where
1. A few mods always crash on startup when calculating naval distance for certain people
2. These mods play on other machines just fine, and these people can play other major overhaul mods just fine
3. The crash seems to correlate with low GPU specs, but there’s not much difference in texture quality for crashing mods and non-crashing mods

Решение вылетов, багов и ошибок в игре Hearts of Iron IV
Четвертая часть Hearts of Iron уже доступна в Steam. Тем временем, мы вернулись с гайдом по решению ошибок. Соответственно в этом посте, мы опишем ошибки, вылеты и баги с которыми вы можете столкнутся в игре Hearts of Iron. Прежде всего, мы рекомендуем сверить свои характеристики ПК с рекомендуемыми требования игры.
МИНИМАЛЬНЫЕ СИСТЕМНЫЕ ТРЕБОВАНИЯ:

#1: Случайные вылеты в игре:
Ниже вы можете найти список вылетов, что вызывают проблемы у игроков во время игры.
Вам надо проверить не слишком ли старые ваши драйвера. Для этого:

Включение Тройной буфферизации вместе с Вертикальной синхронизацией решит эту проблему. Но, если вы не хотите включать Вертикальную синхронизацию, тогда вам наверное понадобятся G-sync мониторы.
#3: Проблема с зеленым мерцанием:
Экран начинает мерцать после нескольких минут игры. Если вы включили Сrossfire, тогда вы должны немедленно выключить его и это решит проблему.
#4: Большие просадки FPS и лаги:
Прежде всего, убедитесь, что ваши драйвера обновлены. Как правило, обновление драйверов дает прирост FPS. Также, поставьте высокий приоритет в Диспетчере задач, для того, что бы ваш процессор был в большей степени занят игрой.
#5: Загрузка игры остановилась на 99%
Как правило, это происходит когда Загрузка завершена и Steam зависает. Это можно решить с помощью перезапуска Steam. В любом случае, отмена загрузки должна помочь. Когда игра застревает во время загрузки в 99%, просто кликните на отмену и вы увидите сообщение об удачной загрузке.
#6: Исправление ошибки приложения:
Вы должны поставить совместимость с Windows Service Pack 1 и перезапустить игру. Этот совет решил эту ошибку для нескольких человек.

«The game seemingly randomly crashes when nothing special is happening; or crashes when I click on a certain state»
There is a lot of mods that mess around with states, provinces and factory amounts on states. If the buildings file isn’t updated then the game will eventually crash because of it. Combining multiple of these mods makes the game even more unstable. Try to relaunch the game in debug mode with the mods enabled and see if it complains about buildings on launch. If it does, See the nudge! part in Tools.
«One of my modded files doesn’t work at all!»
Whenever there are issues in most files such as localization, events, national focuses, ideas, etc, the game will continue running despite detecting problems with a file. Turn on debug mode and restart the game, were there any issues detected? If not, it is possible that the names you used do not match up with those of the actual game files. Check for spelling.
«The game crashes on launch!»
This is usually a problem that the game does not know how to solve. State files (history/states) in particulary are very volatile in their nature to crash the game on launch without any warning in case just a single character is out of place or a single ID is unaccounted for. Hopefully debug mode can tell you which state in particular something went wrong.
«The game crashes when a campaign is started/loaded!»
Some files behave quite violently when they are modded and have errors. Instead of reporting the errors, the errors cause the game to crash when the game is started (or when the game was still running and the changes were hot-loaded). This will happen as soon as the game initializes. Decisions in particular have a tendency to cause this type of crash for the smallest keyword spelling errors.
«The game crashes after one or two countries are annexed somewhere during the very next day!»
One issue that might cause this is if two countries both have the same country as a puppet. This will be fine for the entirety of the game, but once one of its overlords is annexed, the game crashes.

Are the mods you’re trying to use all up to date? Have you cleared your user directory recently (it’s in the launcher)?

Some of the mods are not up to date, but even the ones that are up to date still crashes the game. and yes i have cleare cache
I suspect you have a conflict then. I would advise turning on each mod (up to date, don’t bother with the out of date ones) in sequence and see which one breaks it.
I’m assuming your game boots ok with no mods at all?
You can change which game version you’re running.
In steam: go to your library, right click on Hearts of Iron and select properties. On the Beta tab, select 1.9.0 Husky or an earlier game version that works with your mods.
